Information on the national higher education system
(according to provisions of Code of Education, Law Nr.152, 17.07.2014)
Access to Higher Education
In the competition for admission to higher education, there can participate:
- for cycle I, bachelor studies – holders of a Baccalaureate diploma (3 EQF), holders of a diploma of professional studies (4 EQF), or holders of an equivalent document of studies, recognized by the responsible authority;
- for cycle II, master studies- holders of a Bachelor’s degree diploma (6 EQF) or an equivalent degree. In case the holders apply for a programme different from the field of training completed at the 1stcycle, candidates must earn 30 ECTS credits for the fundamental and specialty disciplines related to the field of studies they choose, which represents the curricular prerequisite necessary for accessing the 2ndcycle in a different field of training, which can be accumulated during Bachelor studies.
- for cycle III, doctoral studies – holders of a Master’s degree diploma or an equivalent degree
National Qualifications Framework of the Republic of Moldova (NQFRM)

The levels of qualification of the National Qualifications Framework of the Republic of Moldova are compatible with the European Qualifications Framework, as follows:
- Level 1 NQFRM corresponds to level 1 EQF;
- Level 2 NQFRM corresponds to level 2 EQF;
- Level 3 NQFRM corresponds to level 3 EQF;
- Level 4 NQFRM corresponds to level 4 EQF;
- Level 5 NQFRM corresponds to level 5 EQF;
- Level 6 NQFRM corresponds to level 6 EQF;
- Level 7 NQFRM corresponds to level 7 EQF;
- Level 8 NQFRM corresponds to level 8 EQF.
The levels of qualifications of the Nationals Qualifications Framework of the Republic of Moldova obtained in higher education must refer to the overarching framework of qualifications of the European Higher Education Area, as follows:
- Level 6 NQFRM corresponds to level 1 QF-EHEA;
- Level 7 NQFRM corresponds to level 2 QF-EHEA;
- Level 8 NQFRM corresponds to level 3 QF-EHEA.
Higher education is being realized in universities, academies of studies, institutes, higher schools, schools of higher education, and others alike. Higher education institutions can be public and private.
Authorization/accreditations of study programmes
Any legal entity or natural person, interested in providing higher education programmes must compulsorily undergo an external evaluation process in order to receive authorization for provisional operation, before starting their activity.
Both higher education institutions and study programmes are submitted to the process of accreditation.
Higher education institutions cannot receive authorization for provisional operation or accreditation for master and doctoral programmes if bachelor programmes for the same field have not been accreditated. Accreditation is given to each bachelor programmes (cycle I) leading to a specific universty qualification.
External quality evaluation of higher education is being realized by National Agency for Quality Assurance in Education and Research (NAQAER/ANACEC) or by any other quality assurance agency, registered in the European Register for Quality Assurance in Higher Education.
Study programmes undergo external evaluation for reaccreditation at least once in 5 years.
Types of programmes and degrees awarded Academic programmes vary depending on the:
- cycle;
- field of training;
- mode of study.
Bachelor and Master programmes can be organized in the following modes of study:
- full time,
- part time,
- distance learning.
Doctoral programmes are organized in the following modes of study:
- full time,
- part time.
Higher education programmes include education, research or creative artistic activities which ensuring the advanced training in a fundamental or professional field.
Awarded Degrees and Titles:
Titles for bachelor, master and doctoral programmes are awarded accroding to the provisions of the Minister’s Order no. 1017 from 03.10.2018, published in the Official Monitor of the Republic of Moldova no. 377-383 from 05.10.2018, art. 1474 (Link)
Integrated/ long higher education programmes – a programme leading directly to a second cycle degree.
The diplomas for cycle I, bachelor and cycle II, master are appended compulsorily with a diploma supplement drawn in Romanian and English languages. The qualifications for each cycle and field of study are awarded according to the National Qualification Framework approved by the Ministry of Education, Culture and Research in accordance with the European Qualifications Framework.
Organisation and structure of studies
Higher education is structured in three cycles:
- bachelor programmes (cycle I),
- master programmes (cycle II)
- and doctoral programmes (cycle III)
Cycle I – Bachelor degre (level 6 NQFRM/ QF-EHEA/level 6 EQF), 180-240 credits.
Cycle II – Master degree (level 7 NQFRM/QF-EHEA/ level 7 EQF), 90-120 credits.
The programmes in the 2ndcycle can be: advanced, interdisciplinary and complementary.
Cycle III – Doctoral degree (level 8 NQFRM// QF-EHEA /level 8 EQF), 180 credits.
The programmes are of two types: scientific doctorate and professional doctorate. Professional doctorate is specific for the field of arts and sports.
Double specialty programmes may be organized only in the fields of education sciences and military service. Upon completion of a double specialty programme, a single diploma for two specialties is awarded. The length of studies in double specialty programme, cycle I, in the field of education sicences is one year longer.
Integrated/long higher education programmes may be organized in the following fields: architecture, veterinary medicine, preventive medicine, medicine, stomatology, pharmacy. The length of integrated higher education programmes corresponds to a number of minimum 300 ECTS credits. The academic year for the 1stcycle of higher education consists of relatively equal semesters, which include two examination sessions, internships and two holidays. The average length of a semester is 15 weeks of contact hours with students. For cycle I and cycle II, one academic year study load of 60 ECTS credits is divided into two equal parts, each semester consisting of 30 ECTS credits.
Assesment and grading system
The learning outcomes is graded from “10” to “1” and, if necessary, with the descriptors “excellent”, “very good”, “good”, “satisfactory”, “unsatisfactory”, “admitted”, “rejected”. Alongside the National Grading System in higher education, the ECTS grading scale (A, B, C, D, E, FX, F) is used. The national grading scale is converted. The national grading scale is ocnverted to ECTS grading sclae as follows: A: 9.01 – 10.00;B: 8.01 – 9.00;C: 7.01 – 8.00;D: 6.01 – 7.00; E: 5.00 – 6.00; FX: 3.01 – 4.99; F: 1.00 – 3.00.

Animation
The bachelor’s degree program Animation is focused on training specialists in the field of audiovisual techniques and media production and, in particular, in the creation of 2D and 3D animation products. The studies in the program provide training as a designer-animator in: animation, advertising, film, digital post-production or game design.
The curriculum of the study program is oriented towards the formation of special creative and artistic interpretation skills in the fields of animation and visual effects .
Upon graduation from the study program, program beneficiaries acquire the following competencies and skills:
- applying the basic principles of storytelling, character design, environmental design and animation;
- using software for digital filmmaking – 2D and 3D editing, modeling and animation programs, approaching stop motion animation film technologies;
- development within animation workshops of skills in the fields of animation design and technologies, pre-production/cinematography flow, visual development, etc.
Distinctive features
The program includes learning units focused on the preparatory and production stages of animation productions – from idea, script, storyboard and the creation of the actual animation, to post-production.
In particular, the program is oriented towards developing special skills in the use of artistic means and digital tools in the development of animated audiovisual and media products.

Admission requirements
Enrollment at Ion Creanga State Pedagogical University of Chisinau (UPSC) is open to all citizens of the Republic of Moldova (MD) and individuals from other countries, regardless of nationality, gender, social origin, place of residence, or other factors.
The admission requirements for studies at UPSC are outlined under the legislation of the Republic of Moldova, International Conventions to which Moldova is a party, Interstate agreements, and the Regulation on foreign students’ education in Moldovan Educational Institutions, as approved by the UPSC Senate. Any foreign citizen applying to study at UPSC is eligible if they meet the requirements established by the Republic of Moldova for international students.
The enrollment of international students can be conducted:
- based on student exchange programs specified in interstate agreements and International Conventions
- based on specific agreements between UPSC and other universities that facilitate student exchange programs
- based on individual contracts with students

Confirmation of Study Entitlement:
To obtain the confirmation of study entitlement from the Ministry of Education and Research of the Republic of Moldova and to prepare the invitation for studies, it is necessary to:
1) Send copies of the documents listed in the List of Necessary Documents (points 2, 4, 5, 6, 7, 9, 13, 14) to the email: internationalstudy@upsc.md. Additionally, applicants must include information about their travel route to the Republic of Moldova and their intended border entry point.
2) After the documents are reviewed by the Ministry of Education and Research of the Republic of Moldova and the confirmation of study entitlement is issued, the invitation procedure will be finalized only after the admission fee (100 EUR) has been transferred to the University’s bank account.
3) The original documents must be presented upon arrival in Moldova.

Documents and fees
To apply for studies at Ion Creanga State Pedagogical University from Chisinau (UPSC), international students must submit the following documents:
- The application form is according to the model approved by the higher education institution (Form 1).
- A copy of the national passport with a validity period of at least one year
- A copy and legalized translation of the marriage certificate, if it is not issued in a language of international circulation
- A copy of the certificate of completion of training courses for foreigners (if applicable)
- A copy and legalized translation of the baccalaureate diploma or its equivalent – is required for enrollment in the 1st cycle (bachelor’s degree) or integrated higher studies
- A copy and legalized translation of the bachelor’s degree and the diploma supplement or their equivalents – are required for enrollment in the 2nd cycle (master’s degree)
- A copy and legalized translation of the bachelor’s degree, master’s degree, and diploma supplements or their equivalents – required for enrollment in the 3rd cycle (doctoral degree)
- A self-declaration of the applicant regarding the accuracy of the provided data and documents (Form 2, Form 3)
Notice: The documents mentioned in sub-points 5-7 must be apostilled or supra-legalized in accordance with the legislation in force of the issuing country and the Republic of Moldova and must be translated into Romanian or a language of international circulation.
In addition to the study documents, candidates must present the following documents after being admitted to the university:
- Criminal record from the home country (country of residence), legalized, apostilled, and translated into English, with notary legalization. The translation into Romanian and its notary legalization will be done in the Republic of Moldova.
Notice: The criminal record must still be valid on the date of entry into the Republic of Moldova. If it has expired, a new criminal record must be obtained before applying for a residence permit.
- A copy of health insurance (international standard) valid for at least one year
- Birth and marriage certificates or name change certificates (for those who have changed their name), provided as notary-legalized copies
- A training course completion certificate that confirms proficiency in the language of instruction
- Academic certificate (if enrolling in years 2–4 for further studies)
- A recent bank statement confirming the availability of funds, demonstrating at least 3200 EUR
Notice: If any of the above documents are issued in a language other than Romanian, Russian, or English, they must be translated (and the translations notary legalized) into one of these languages. Additionally, the International Students Office of UPSC will accept original documents and their translations only if they are legalized by the Ministry of Foreign Affairs of the applicant’s home country.
Visa requirements for international students
If you have been accepted to study at Ion Creanga State Pedagogical University from Chisinau (UPSC) as an international student, it is important to verify whether you are required to hold a visa for entry, exit, or transit within the Republic of Moldova. The Study Visa category (D/AS) is issued to third-country nationals planning to enter the Republic of Moldova for educational purposes at various levels, including pre-university, university, or post-university studies. This visa applies to students pursuing degrees at both state and private education institutions accredited under the law.
If you need an entry visa, you must apply through the Diplomatic Missions of the Republic of Moldova. All foreign students accepted for studies must apply for a visa and prepare the following documents:
- Application Form
- Valid Travel Document (Passport) issued within the past 10 years, valid for at least three months beyond the intended date of leaving the Republic of Moldova. For minors, include the birth certificate and the passport of the legal representative.
- Recent Passport-Sized Color Photo (35mm x 45mm)
- Invitation Letter issued by the General Inspectorate for Migration, if required, or a residence permit or valid visa (excluding transit visas) issued by a member state of the European Union, the Schengen Agreement, the United Kingdom, the United States, or Canada.
- Confirmation of Acceptance to Studies from UPSC
- Proof of Financial Means to cover study and living expenses as required, except for scholars sponsored by the Republic of Moldova or part of a student exchange program (in such cases, proof of holding a scholarship or financial support is required).
- Consent of Parents or Guardians for minors studying in Moldova
- Criminal Record from the country of origin, translated into Romanian or English, and legalized or apostilled (minors under 16 are exempt)
- Travel Medical Insurance valid throughout the Republic of Moldova, covering the full period of stay and including repatriation for medical reasons, emergency treatment, hospitalization, or death, with minimum coverage of 30,000 EUR
- Consular Fee of 40 EUR (plus any additional fees, if applicable)
- Additional Documents may be required for student exchange programs, such as a copy of the agreement between educational institutions, proof of financial means, or an accommodation commitment

Medical insurance
Medical insurance is a mandatory requirement for all students enrolled at Ion Creanga State Pedagogical University from Chisinau (UPSC). Students must obtain medical insurance for a minimum duration of 3 months. Several licensed insurance companies in the Republic of Moldova offer medical insurance plans tailored for students. The university provides assistance to international students in acquiring medical insurance in Moldova through its dedicated staff. Accommodation
The Student Campus of the Ion Creanga State Pedagogical University of Chisinau is an institutional entity consisting of 6 student dormitories that provide accommodation for students, master’s students, doctoral students and other categories of individuals.
The University’s dormitories are comfortable and welcoming places, designed to offer students a safe and pleasant environment where they can stay during their studies. They are located close to the University campus, ensuring quick access to classrooms, libraries and other educational facilities. In addition, the dormitories are located near parks, where students can relax or enjoy the fresh air and natural scenery.
Regarding transportation, the dormitories are conveniently located close to trolley and bus stops, providing quick and easy access to any part of the city. Whether you want to explore the city center or visit other neighborhoods, public transportation in Chisinau is convenient and accessible.
Most of the dormitories have rooms with three beds, two beds and one bed and two shared bathrooms on each floor.
