Mission and values

“Ion Creangă” State Pedagogical University of Chisinau (hereinafter – UPSC) is a higher education institution, which aims at the initial and continuous higher level training of specialists in the fields of Educational Sciences, Humanities, Social Sciences, Arts, Exact Sciences and Social Assistance, providing them with competitive professional qualifications on the labor market, as well as guidance in the development of scientific research activity and the exploitation of their results. 

The strategic plan of the UPSC is developed in accordance with the provisions of ongoing reforms in the national and European education system, aiming at the achievement of the University’s mission: pedagogical training of teaching staff and innovation of education sciences, through inter- and trans-disciplinary research.

In order to achieve the assumed mission, it is necessary to consolidate and improve some general institutional values:

  • Quality – supporting a culture of quality in all functional subdivisions of the University and in all areas of professional training. 
  • Cooperation and communication – within the institution, national, regional and international inter-institutional. 
  • Integrity – honesty in all activities of members of the academic community. 
  • Excellence – reference point in everything the University undertakes and promotes. 
  • Flexibility – by applying different methods and means in the way of realizing individual and institutional programs. 
  • Creativity – offering solutions, including alternatives with the aim of developing and promoting the institution. 
  • Lifelong education – for all university teaching staff. 

In order to achieve the classical functions of the University (teaching and research), the strategic plan is oriented towards the achievement of the following priority directions

  • affirmation of the organizational culture, image and institutional identity of UPSC and the specialization of graduates in recognized professions on the labor market; 
  • curricular construction and development for pedagogical higher education; 
  • optimizing the quality of the educational process; 
  • the resizing of scientific research, the wide opening towards social expectations; the development of new scientific knowledge, the formation of new professional skills; 
  • the development of an educational marketing for the promotion of the university’s bachelor’s, master’s, doctorate and continuing education programs; 
  • ensuring the mobility of students and university teachers through institutional, national, regional, international programs; 
  • changes in the design of the institutional financial policy; 
  • creation and validation of new teaching staff performance indicators.
